If you're using Windows, Tools-Options is the only way to set it up properly. Once set up, you should try not to change/modify anything in regards to dwnlding folders, etc. I'm guessing that at some point you've renamed or moved one of the folders; ie: the LW dwnld folder or the incomplete folder. Both these folders must be in the same directory.
Go back to Tools-Options & Saving & reselect (by choosing browse button) your original dwnld folder. Then press BOTH the apply & ok buttons.

I must say, I need come clarification here! Is it you receive an error message saying that 'LW cannot move file to library' OR is it you don't see your files in the LW Library window???

The ONLY files you'll see in LW's library window are the shared files & the incomplete files. Once a file has completed dwnlding LW moves it from the incomplete folder to the LW dwnld folder specified in the 1st paragraph.

To set up a shared folder, go to Tools-Options & Sharing & add the folders you wish. If you wish to share your dwnld folder then go to Tools-Options & Saving to find out the name, location & path of this folder & then go to Tools-Options & Sharing & add this folder. Once this has been done, go to LW's Library window & press the Refresh button. Keep in mind that LW may not immediately update the dwnld folder if it is in the shared list. You'll need to press the Refresh button to see new files that have been added to it.

The new beta version of LW 4.1.6 now shows the LW dwnld folder in the Library window by default. (It's refered to as 'Saved Files' in the beta.)

If you're using mac: for os9 it's Options-... not Tools-Options-... & for OSX it's Prefs-...)
