I just started downloading a video, about 5% downloaded, previewed fine with VLC.

To Preview OR launch any file, you need to Right-click & choose Play or Preview depending whether it's an incomplete file in Download window or a file in Library/P2P windows. BTW you can also play files that are uploading from the Upload window.
