A couple of posts on the forums suggests Singnet might be blocking p2p sharing. One suggestion is to go to LW's menu bar, Tools -> Options -> Advanced -> SuperReallyAdvanced, Firewalls & change both connection & listening port to one between 49152 - 65535. Disconnect, then reconnect via file menu. Example image of this firewall page can be seen here:

However, it's my guess that Singnet are using a special anti-p2p filter. As soon as it detects LW, it blocks it, thus the delay in time.
