If you go to Tools -> Options -> Advanced -> SuperReallyAdvanced -> BitTorrent, & check the option for user manage, you can control upload speeds there for torrents. This is for LW 5.2.13, but when 5.4 is released this will be implemented as a part of the main upload speed setting which will universally control both gnutella network & torrent speeds.
