Running two Firewalls is counterproductive and will cause conflict. Turn off the Windows Firewall and make sure LW has Full Access through Panda. I don't find that the AirCard is causing a Problem. Post back if this does or does'nt help.

Cox may be another Issue. They are a PITA and may have some influence in the matter.
Try using Google in search of Cox Throttling P2P. I know there are issues with them.

Yeah, my windows one is already turned off. And i've allowed complete network access through panda. Cox shouldn't be an issue being I have two other PC's at my home which run off the connection smoothly. I jus can't get a clear setup with this laptop. Also, I'm not using the Cox connection for this PC at all.
