So. I also did all the above with Port 60000. Changed it in bearshare. But still the yellow light is constantly on.

I got the static IP through the link you gave me above. My Modem has this adress. I typed it in manually.

That's an interesting static number. Is it set manually or are you
still letting it work automatically? That's the IP address your
modem should have in the forwarding rules.

Try turning off the Kaspersky software firewall. It's unusually
complicated and something in it's rules might still be blocking.

In BearShare enable the hosts view and watch what it is
doing for a while.
