.tmp files. Can they be read?

Is it possible to interpret the partial ***.tmp files? notepad brings up gobbely goop but I was wondering if there was a way to read it.

EDIT: A better question: Is there anything interesting enough to bother reading in the tmp files? or are they just simply full of the mp3 data its self?

its just the mp3 data..let's put it in this light..as a fact, every once in a while all p2p clients hang up and get a completed file stuck as a temp file...a 'trick' is to rename the temp file to a valid extension name and then it works...also, just what do you think you are 'playing' when you try to listen to a half completed download?..its the temp file of course!
