I want to know if I paid for this 6 month membership, Is it still illegal to download songs or burn them?

Alot of the Legalities depend on what country you live in. It's obviously Illegal to download Copyrighted Material, which basicly means anything that you can go and buy, so it's up to You if You want to take the chance of getting caught. Last I heard, there were something like 2 Million LW users.

There are Creative Commons Licensed Files, that are Legal to download. E-Books, I hear, are also OK to Download and Share.
Google to learn more, or you could buy the files from sites like iTunes or Rhapsody. Hope this Helps.

I'm new to Limewire- I just downloaded limewire and installed it on a Windows 98 Machine with a T1 connection to the network from school. I don't have a firewall installed on my computer and don't know if there is one here but I cannot seem to connect using limewire. My other application i'e web browsers and email work fine. Can anybody tell me what's wrong?

It doesn't matter what program you use or how much you spend, If you are downloading Copyrighted Material, It's still Illlegal, unless you are purchasing each file, as with iTunes.
This kinda stuff isn't for the faint of heart, but it sure is Fun.

I can't say for sure, but from what I have read, The RIAA and MPAA have really put the (HEAT) on ALL Colleges and Uni's. You could ask around to see if any of your Peers are using or attempting to use any P2P Programs. You could also find someone in the IS dept. to see if they will tell you if they Block P2P.
