There's no reason to close connections for dropped messages, LW does this for you if necessary. Some messages are dropped because there's no need to route them anyway (Ultrapeer protocol, caching...).
As for Gnucleus Ultrapeers, again there's no reason to drop them. Even they report few connected hosts, this is because they don't send all the information to your peer, so you won't see many host; but they will give you as many search results as any other Ultrapeer with less bandwith.
