What does "WAITING" mean?

In the Downloads window, what does the status WAITING mean? Is it waiting for the host computer? or my computer? or what?

I'm also confused as to why I can find something in the Search, but when I try to download it, it rarely works!?

I'm not the best one to answer this but it generally means the host is busy; thus you need to wait for one of their upload slots to become available.
