"cannot open file because it is still downloading"

I tried to download sonds from this website that has hard to find stuff but when i attempted to download the download mgr, i got a message that said the above error. Has anyone ever seen anything like that?

What p2p app were you using? Downlding from which website? Were you using magnet links or something? OR are you talking about using your browser?

dont know what a p2p app is or a magnet link
but it was emusic.com
