Basically, it's a hacked and crippled version of LimeWire that nobody outside of a lab would want.

I wanted to use it. Is it a scam version of limewire though?

It's no scam, just crippled in an attempt to make it "politically correct".

There's no point in using it unless you are in a college course that depends on it.

You probably couldn't use it anyway unless you were actually inside a college network.
