I had an identical problem to this after doing a recent upgrade to my Nero software. It looks like the required system service, called NBService, had been uninstalled by the update process but not reinstalled.

I fixed the problem by uninstalling and reinstalling Nero BackItUp. Note that you can just uninstall and reinstall this component using the product setup dialogue, you don't have to reinstall everything.

I found that all my backup job information and option settings was preserved through this process so everything is now back to normal.
