Connection "Actively Refused" when I ping

At first, Limewire worked great. Now it doesn't connect when I log on. I read the FAQ and pinged Limewire worked fine the first time I used it, now all of a sudden it remains unconnected. The FAQ suggests pinging "telnet 64.61.25.171 6346". The connection is reported as impossible due to the connection being "actively refused" by the recipient.

What can this mean, and does anyone have any idea what to do as a result?

Someone else posted with this problem on 3-3-02 but there was no response...

Thanks for getting back to me bpmax.

I am running Windows XP Professional on a Toshiba Satellite 2805-S301 with an Intel P3 processor and 256 MB of RAM.

I am running Limewire 2.5.3 (unregistered) and downloaded it about 2 weeks ago.

This information might be important also. When I downloaded, installed and ran Limewire for the first time I was logged on at the local public library, which kindly allows anyone to bring in a laptop and hook it into their T3. I believe I logged on once (maybe twice) at the downtown library branch and then tried from another branch, where I was unsuccessful. I have since tried from home, without success. There is an option where I can specify the type of connection I am using. I set it to T3 the first time I used it and have since changed it to modem though I was identifying as a T3 while logging on as a modem when I first tried from home.

Otherwise, my use has been pretty typical I think. I am sharing about 40 files and have downloaded 3 or 4 with success.
