optimizing my connection

how would i go about setting up my connection so that my modest 56k modem runs constantly at its maximum rate.

my download rate is always climbing then dropping.

please bear in mind that i'm new to this whole internet downloading buisness,so i'm afraid that i will require clear basic instruction.
