When LW is open, click Tools->Options & go to Bug report & click for an example. In the window that appears scroll down to the part that says: "Recieved incoming this session". If it says ‘True’ then LW has no problem with firewalls, but if 'False' it does have a prob.

I did what you said and it says true so what do I do now?

It means a firewall is not is blocking access. So it must be something else. Is there anything you've done over the past couple of weeks that might have upset it; installed new software, updated OS verison, SP2 update, etc.? Do you normally use the 'resume' function or manually search for files? On a healthy setup, patience & some files should start to recontinue dwnlding themselves, sometimes within seconds of opening LW.
If you force resume files, it means they will all be sending out searches every # amount of mins. It can be very effective, but! it can play havoc with the connection quality. Keep in mind that just b/c the connection quality says poor, you can still be dwnlding files (just can't search though.) Forced resume files can be identified by the status of files showing: 'Waiting #secs for Sources', ends up as 'Awaiting Sources'.
