Default Winsock buffer problem?

Sometimes when using Limewire my internet (modem) connection seems to hang. Re-connecting to my ISP or even another ISP does not help. No data can get in or out. I have to reset the machine to clear it.

Is this a winsock buffer problem? It happens after only a couple of download attempts.

Windows 98 1st edition, 128Mb RAM, 56K modem, Limewire latest version.

Have searched Microsoft support to no avail. No other application causes this to happen on my machine.
(Message re-posted with more descriptive title).
