My ISP blocks port 6346. Can I just choose a port-say 6340, 6550, etc.? What are the normal P2P port #s that ISPs block?

Actually, get your ISP to help set you up with an alternative. Seriously. As long as we subscribers allow them to block our ports, they will keep doing so.

Why should we pay so the businesses can offer their spam faster?

Anyway, the port you use (above 1000) shouldn't matter unless something else on your network uses that port.

Try using a 5 number port, like 23456.

However, I doubt that will help, since most of the ISP bandwidth shaping software prefereces packets, not ports. Still, might be worth a try.

(Freestuff--can you post your last question in a new thread: it's actually a new topic. Better yet, ask LOTR to split this thread)
