and I contacted my ISP and they insist in telling that they are not shaping my connection and my connection is perfect to do anything....
But my downloads at p2p in general is still at ~1KB/s

What do i do now????
What is the metter with my PC???
Is my ISP lying???
Please help me

More than likely your isp is lying. Since the problem happens with all p2p programs, it seems they are shaping p2p bandwidth. That's why you might initially get a small jump in speed until the filter takes action.

Do you have other isp options such as a competitor isp? If not, lay low for a while before using p2p again. Perhaps that will stop their filtering temporarily. I'm purely guessing they're filtering the top bandwidth users or those that suddenly use more than they normally do as compared to them putting this p2p filtering in place for everybody universally. It's hard to know because different isp's may approach this in different ways. Hopefully someone wiser than me will be able to advise you.

Sorry, I should have thought about these suggestions:
The only other options I can think of are proxies which are a tough act to get going properly. See both 1. A Fix for those whose ISP's block Limewire pages 1 - 3 which have links to alternative instructions. Apparently Tor is suppose to be a good proxy if you get lucky with a good one. or 2. Throttled ISP answer? Which has worked well with OOL which has done something similar.

3. Change your listening port to one between 49152 - 65535 thru LW's menu, Tools>Options>Advanced>Firewalls.
