Default Ugh Poor Connection HELP PLEASE!

Ok I have had limewire for about a year now and it has worked fine and I would get about 40k per second on downloads no matter how many were going. I recently started having strenous trouble with lw. I have problems connecting sometimes and sometimes when I do connect it stays connected for about 10 minutes and then just completely kills my whole internet connection then I have to reset my router. Now it doesn't do that any more cause I port forwarded and static ipd myself and now it just shows excellent condition and all the speed I am getting is like 1-2k. Very seldom does it stay on a certain connection speed like it could be excellent then shoot back down to poor or none and its really annyoing please help soon.

This could be caused by one or two things...
Has your ISP started to shape P2P useage...
