please help. starting connection only and firewall

Hi, I have been browsing the various posts the past few days and I see a lot of people have been having this same problem and I have tried different things but nothing I have tried has worked. Any insight would be helpful. I only get the 'starting connection' one green bar. I recently had to reformat my PC because of hard drive trouble and when I redownloaded my Lime Wire Pro it has been stuck on starting connection. And before I reformated my PC I would get the Turbo Connection.
Here are the things I know about my computer:

1. OS version? windows xp
2. What firewalls you have? xp and norton
3. How much ram? not sure
4. Hard Disk space available? not sure
5. Connection type? (eg: dialup, broadband, cable, etc.) dial up
6. Modem & router brand name & model numbers? not sure
7. Where are you trying to connect from (house, appartment complex, school, student accomodation, work, etc.)? house
8. What version of LimeWire (LW) & Java do you have? (Go to LW's menu Help>About LW...) Will show both LW & Java version. LimeWire Pro 4.13.8 Beta
9. Who is your ISP (Internet Service Provider)? Earthlink
10. Do this simple test for us. Using your browser go here: http://www3.limewire.com:6346/ The page should say 'Your test worked!'. What happens when you go there?: It works
11. Are you sharing the connection with other computers or p2p sharing programs? If yes, please give details of set up. No
12. Is this a your 1st try at LW or is this a new problem with an experienced user. No I had it before I had to reformat my PC and I believe I had this firewall problem before but I cant seem to remember how I fixed it before. Sorry.
13. Do you see a brick wall in front of the blue world icon at the bottom of LW's interface? yes

14. For those using a modem/router, how is your modem/router set up...are you port forwarding or is UPnP enabled? not sure
15. What security programs are you using (antivirus etc)? Some people might not be aware that their security suite includes a firewall :) Norton and I have Macafee installed
16. What country are you living in? Sometimes there are ISPs with the same name in more than one country (eg Clearwire in the USA & also in Ireland). USA

Thank you for any help.

Shut down the xp firewall and configure Norton to allow limewire access to the internet. Two firewalls running together will interfere with each other. See Firewall configuration instructions (click on link).

In LW go tools > options > advanced > firewall config, and if it's set to UPnP change it to Manual Port Forward. Now Change the ports to 64049(listen on port and manual port forward), or something in the range of 49152 - 65535. Click Apply to save the change. Then make sure the new port numbers are allowed through your firewall.

Try deleting LW's preference folder with LW completely shut down. See point 3 in this thread: Fixes for Limewire. This will reset all your option settings, so make a note of them first.

Try this, with LW shut down go to the add/remove programs control panel and uninstall your current version of java. Now download and install J2SE Runtime Environment (JRE) 5.0 Update 11(use the offline installer): Archive: Download Java 2 Platform Standard Edition (J2SE) 5.0 Update 11
