Shared user problems

My problem is that I have a dell laptop and its two users programed on it. I'm the administrater but i can't get lime wire to connect on my user account. But its connected and running on the other user account. My question is how can I get lime wire on both uaer accounts? CAN SOMEONE PLEASE HELP ME OUT!!!!
