OPened ports, unblocked firewall....no connection

I won't be able to provide all the information you asked for because I do not know it.

All I know is I have moved and I can't get any sort of bittorrents or any p2p with this internet connection at my new house.

I set up port forwarding for both utorrent and limewire and it did not work.

I made them exceptions in my firewall and norton antivirus program and it still didn't help. I have no idea what to do from here.

Platform: Windows Vista

Router: Motorola

The Test worked fine for me

I have a one bar connection, and I do still have the firewall symbol in limewire. But even when I turned off my firewall the symbol remained.

The router is Motorola SVG900

My IP address is 192.168.0.1, but when I unblock ports I do so through 192.168.0.4
