Windows XP has it's own firewall; see User Cant Connect - LimeWire about settings for it.
Webpage not being able to display means the default port LW connects through is being blocked.
Is your connection a dial up or broadband? Only details I could find on your brand for configuring was Port Forwarding for the Intel Wireless Gateway v2011 but somehow suspect it does not apply.
Go to LimeWire's menu bar, Tools -> Options -> Advanced -> Firewalls & change both connection & listening port to one between 49152 - 65535. Example 64049. Then press apply & ok buttons. Then go to File menu -> Disconnect. Wait a minute then choose connect from that menu. If you are a dial up user then you may need to wait some time for it to connect.
Whilst your ISP might have turned a firewall off, they may still be blocking certain ranges of ports.
