Uploads Fast, Downloads Slow

I've downloading from Cable/DSL/T1 connections, but only getting about 1.4kbps. I can see that the people uploading from my DSL connection are getting up to 19kbps. What gives?

Anyone can say a T1 but in fact the connection could be a modem. Also, the hosts your are downloading from may be serving several files so their bandwidth is split into small pieces.
