Connecting to 0.0.0.0???

Several times when i have tried to connect to download a file i see "connecting to 0.0.0.0" (and am i correct in assuming that there is no such IP adress?) and then "requery sent, waiting xxxx seconds". can anyone give me any info on what is going on and if there is anything i can do to fix? please let me know if you can help, email me at verucat (at aol.com) (sorry i wrote it that way, reduces junk mail, seriously!)
