Is there a way to reconstruct the .dat file from the T number?

Unfortunately not. The T number is the size of the file - but the file may not have been filled from the beginning. There may be gaps that still need to be filled within the file. The information for this is only stored in the DAT file. If you've lost your DAT file then you might as well delete all your incomplete downloads.
