My apologies....

What I meant was that the files that LW was
downloading seemed to not be saved in the
Incomplete folder. What really happened is that
when I asked LW to save completed files in
a new location, it moved the Incomplete folder
as well, but did not remove the old folder.
As a result, I mistakenly believed that the old,
shorter download files were not being updated.

My mistake. Sorry to have bothered you with
it.
