 Regarding Resume Feature This is normal, Basically if you download a 60MB files and you only download let's say 40MB of the file. If you resume downloading the progress will indicate 0% of 20MB remaining. On the remote end it will look as if though you are downloading a 20MB version of a 60MB file. Hope this helps.
