Not a valid incomplete file

I've been attempting over and over to download a particular file. It got to the point where I downloaded about 57%, but, when I attempt to resume the file located in the Incomplete folder in the Library, I get the error that it is not a valid incomplete file, and cannot be resumed.

What's going on?
