The message you received indicates that port 6346 is being blocked (which is a slightly unusual for a European ISP, but there are changes being made by some of them recently). Have a look at Alternate PORTS by clicking on the same link in my 'sig' below... It is a post that is in the Tips & Tricks Forum... Perhaps you can first try an alternative port... As Stief mentions, are you using a router ? The difficulties involved with providing a simple and straightforward answer to the 'connect' problem is that there are so many variables in play due to the great variety of systems and set-ups. Some of us are trying to write a 'definitive' post on the 'connection problem', but... Well, we don't want to ADD to the confusion ! After you try some experiments with alternative ports and confirm any info re: you using a router, we can carry on and further resolve the problems until you have success... There will be a solution for you, honest ! btw... Have you UpLoaded any files to anyone ?
