very slow downloads

is there any way of speeding up downloads? i'm new at this. i have a new dell with windows xp. i only have modem speed. my downloads tend to stop and stay at 0 for a long time is this normal? someone please help me figure this out. oh yeah it has to be in terms i can understand i'm new on a computer to :confused:
