I am conected by dsl and my download speeds are around 1-20 kb/second (even when downloading from multiple users) is this normal? if not how do I fix?

Yep, I'm on 700k broadband and I rarely get above 20kb/s

I'm on a 2048Kb broadband (read the sig) and I see speeds of around 180KBps.
