Can someone tell me why my incomplete downloads are available for others to download without my permission? I'm using ver 4.2.6 pro. Can I stop it?

I just notices a filw i have partially downloading is being uploaded from me. I disabled partial file sharing so why is it sharing?

Did you click the apply then okay. If you don't click apply first the change won't take effect
|

Thanks for the quick reply! Yes I did click on Apply. I don't have to shutdown and restart LW for it to take effect do I? And before you ask,
I had configured this long before the upload began.
