Gone back to leaf mode - why?

I'm on LW 4.9.1 pro and on connections i'm shown as a leaf node with 5 ultrapeer connections, when previously I was an ultrapeer with about 30 peer connections.

This has only just happened - anyone know why & how do i get back to being an ultrapeer?

Win xp pro / 512 ram / 2.8P4 / Linksys adsl modem (not router) on ethernet connection.
BT broadband 2Mb connection.
