c. modem xp sp2__1K DWNLD???!!! help!!!

I have a cable modem, windows sp2 and I'm sharing. The fastest download speed that i get is 1k!!! (port 6346 is good) Somebody told me that i need to open up all of my ports. Is this the answer? How do I do that? I checked the company and they are not blocking ports. Please help!!!
