My download speed is NOT what it should be

I have Verizon ether net for my connection and I have a bandwidth over 15 megabytes, but I’m downloading at an average of 10 kilobytes per second from any source I attempt to download from, even the Cable/DSL, T1, and T3 or Higher sources! Does anybody know what to do that could help?
