Your isp is Cox right? Well, they're known to filter some users who use p2p sharing.
Go to your LW menu Tools>Options>View>Popups & tick the Revert to Default & press the apply button. If this doesn't fix your issue then post back. What I suspect has happened is you've answered no to downlding a licenced file & then ticked always use this answer. So every file LW questions the licencing about, it is set to always not downld it regardless. Remember this for future.
