Slow downloads. Stealth Firewall?

I connect wireless to the internet on my laptop both at school and at work. The internet speeds are the same at both places, and are super fast(as far as surfing the internet goes). I have limewire PRo. It works execellent when connected to the wireless connection at my job. I have downloads speeds up to 150Kb/s at times. But when I am on my school's wireless connection, everything downloads at less than 6kb/s even when I have more than eight hosts. In addition to the slow downloads my limewire connection signal fluctuates when I'm at school. One minute it will be turbocharged, the next it will be disconnected. I don't understand why that is happening, because my computer maintains an excellent connection signal. This never happens at work. I can't figure out why this is. My port number was originally 6351. I changed it to 6346 and got the same results. I performed a port test on both and was told that there was possibly a stealth firewall on both ports. I don't know what this means. Someone please help.

Specs:
Speed -- Download(2793 kbps), Upload(3928 kbps)
Windows XP
LimeWire Pro 4.9.25
HP pavillion ze4800 Notebook
2.2 Ghz
704 Mb Ram

Stealth means it can't get proper responses back from your computer, probably due to a firewall interfering with the testing. But if you can downld then those ports must be open.

I think the issue here is "school". Many schools block p2p sharing nowadays. And those that don't will often use a special program that shapes the bandwidth ... giving priority to browsing & low priority to other purposes. There's probably not a lot you can do about it. Bandwidth for schools costs them a lot of money & they want to ensure it is used for what it's intended for. Browsing & researching, etc.
