how come i cant browse people who r downloading from me?

Browsing is not a perfect tool. There's lots of factors that come into play. Such as whether you & them have free upld & downld slots & bandwidth. If they have firewalls that aren't properly configured, then this may play a part also.
Also, right-click on the top of the column heading & choose to show chat. As people who have little smiley faces that show will be much easier to browse.

LOTR cant you browse a host's folder from the search to see what they're sharing?

I can answer that one yes you can but all the things the lord mentioned still come into play.
