help me please!

Everytime I try to download something, it starts of good and all but then the speed goes all the way down untill it reaches 0.

Its like i start with 100kb then 60kb then 13kb, then 0. And it stays there all the time like that please help!!! I beg u people

It could be your ISP...
It could be your firewall.....
