Since using Limewire my internet bills have escalated dramatically. My ISP says this is because I am paying for a significant amount of bandwidth due to people uploading files from me. Is this the usual practice on the part of ISP's and is there any way to control the amount of uploading from my address?

No, I'm with Dodo. but my preferred option is to be able to control uploads. How do I go about that?
