Horriible Download

I am downloading at 1kb/s and it's the best file i can find. i'm running windows XP. I have gotten rid of Norton completely. My firewall has been disabled, i have uninstalled and reinstalled LImewire and still the downloads are slow. I am running a cable modem also. I just can't figure it out. Any help is appreciated. thanks.
