So, I've done both things you suggested, as well as contact my ISP who apparently does not filter or limit p2p activity, so I'm going to do one final spyware and virus check, and if nothing is found from there, then I'm all out of ideas.. anyone else?

My ISP is called Platinum Communications.. they handle most of the rural area around Calgary, Canada

What's your connection like (how many green bars)?

Someone else who uses Platinum had the same problem a couple of days ago...

Have you tried other p2p apps & does the same thing happen? It would be worth you trying another app, to see if it's just a LW problem. The other person had the same trouble with another app, which suggests that it's not specifically a LW problem.
Also, what version of LW were you using before the problem started? Have you tried reverting back to an older version of LW to see what happens?

The problem might not necessarily be your ISP. You didn't tell us how your speed tests went versus the magnet link test.

The reason I wasn't sure about Platinum doing any throttling was that after reading the AUP, it suggested (to me) that they weren't monitoring bandwidth use. But...I might be completely wrong:wink:
