Default Capped Download Speed

Hi all, this is my first time at using a forum so i oppologise in advance if i mess up at all. My problem is this, i just moved to a new i.s.p and my downloads speeds have been cut down to less than useless, with my old i.s.p i was getting downloads at up to 150kbps but the new one seems to be restricted to 30kbps at best and most days down to 5-10. I've just signed up to Tiscali Max with an 8meg connection and unlimited downloads and have read about Tiscali capping the bandwidth, i've emailed them twice but cant get a straight answer from them i.e a load af guff about maximising my connection that i already know. The problem i have now is if the problem lies with my set up or there severs, i need to know before i cancell the service and move to a new i.s.p as there is know point in doing so if i'm going to get the same results. I've read most of the streads in this forum and applied most of them but am running out of ideas. Thank you in advance for any help.

My first post so this may have been covered elsewhere. Check your speed at www.speakeasy.com. I was paying for 3000kbps but only getting 264 --the problem was my cable modem needed resetting. I was capped at around 45 kbps on the downloading and now after resetting it's running like it used to. dowloading at over 200kbps. I'm calling them tomorrow to have my bill pro-rated for the lack of high speed service. Anyhow thought someone else may have this problem.

I was right!!!! changed to F2S and speeds back up to 250k download as soon as i switched. Tiscali are asking for the twelve months charges but they can poke it, sneaky little sh*ts, should have been honest in the first place!!!!!!!
