Default very low download speed

no matterwhat i do i can't get my download speed to stay above 15Kbps. i've port forwarded, and tried setting my belkin7230A router to enable upnp. and nothing gets better. i get higher speeds when i first startup lw then it quickly goes right to ~15kbps. lw 4.12, XP. there's no wall up on the globe. no matter how many downloads i have going it stays at 15kbps totally-so 1-3kbps per download. i'm stuck.

tried link "scene 1" and it took about 30 minutes to download.

1. OS version? XP SP2
2. What firewalls you have? all disconnected.
3. How much ram? 1 GB
4. Hard Disk space available? 50GB
5. Connection type? cablle
6. Modem & router brand name & model numbers? belkin 7230-A. upnp is now enabled on the router and it doesn't chamge the download speed.
7. connecting from house.
8. LimeWire 4.12.6. java 5.0
9. ISP provider airborne datalink la crosse, wi
10. Do this simple test for us. Using your browser go here: http://www3.limewire.com:6346/ The page should say 'Your test worked!'. What happens when you go there? your test worked
11. stand alone cpu.
12. this a new problem with an experienced user.
13. no brick wall in front of the blue world icon at the bottom of LW's interface?

remember when i first connect-it will get as high as 97kbps. after i changed the connection setting to T3 from cable and i now get up to 14 hots instead of 10 before then quickly drop to 15kbps max and stay there no matter how many downloads i have it divides the 15kbps between the downloads.

It sounds like ISP interference unfortunately. It looks like they have a p2p program bandwidth shaper. As soon as it detects you using LW, it jumps into action & limits the bandwidth that LW can use. This filter will put p2p use into 3ed tier speeds ... so it doesn't affect people who just want to browse. ie: p2p uses a lot of bandwidth & nowadays in some parts of the world ISP's are over-selling their bandwidth capability ... not expecting everyone to be using their maximum potential. Game users are also often affected by ISP's.

That magnet link is from a web site, so there's no excuse for it to be downloading slowly (can potentially get over 200 KB/s from that magnet site!) I often get suspect users to do that test to see whether it might be the ISP at fault.
