Abnormally slow speeds

Now I've had Limewire for about 2 years now. 6 months back I got DSL and limewire was quite fast but suddenly it just dropped speed from 18-20 kbps down to like 0.01 kbps.

1. OS version? (eg: Windows 98) Windows XP
2. What firewalls you have? Windows
3. How much ram? 512mb
4. Hard Disk space available? a lot
5. Connection type? (eg: dialup, broadband, cable, etc.) Cable
6. Modem & router brand name & model numbers? Billion
7. Where are you trying to connect from (house, appartment complex, school, student accomodation, work, etc.)? House
8. What version of LimeWire (LW) & Java do you have? (Go to LW's menu Help>About LW...) Will show both LW & Java version. Limewire 4.12.6 Java 1.5.0_03
9. Who is your ISP provider (Internet Service Provider)? Shabakah
10. Do this simple test for us. Using your browser go here: http://www3.limewire.com:6346/ The page should say 'Your test worked!'. What happens when you go there? it worked
11. Are you sharing the connection with other computers or p2p sharing programs? If yes, please give details of set up.
12. Is this a your 1st try at LW or is this a new problem with an experienced user.
13. Do you see a brick wall in front of the blue world icon at the bottom of LW's interface? No

Also maybe not concerned with limewire but I am having problems with downloads too. So if say i download a 20mb file from a website it stops at 10/11 mb done and says download completed. Anybody have any clue?

Do you have a download limit for your dsl service? Perhaps you've passed over your monthly limit & are thus being shaped.
Have you checked for firmware upgrades for your billion model? It may be failing/dropping packets. Or else, your line from the isp is suspicious.
Overall it sounds like ISP bandwidth shaping.
As for your browser downlds failing, try another browser & see if you have same problems. I have 4 browsers on my computer. lol :D Sometimes one works better than others for particular sites & types of downlds. The issue might also be MIME file type settings in your browser; thus not being able to handle a particular filetype properly when attempting to downld it.

Try downloading and installing Fostwire. I had the same trouble with Limewire, but as soon as I installed Fostwire, my speeds were back to where they used to be before I installed Pro.
