Who is your ISP ?? (What company do you connect to the internet through)

Ok davis, firstly your Java is out of date, the version you have is flawed insomuch that it is vulnerable to hackers/viruses etc. Go here http://java.sun.com/javase/downloads/index.jsp and scroll down to Java Runtime Environment (JRE) 6.0 download it and save to your desktop, DO NOT INSTALL yet. Go to control panel, add/remove and remove ALL versions of your Java that show that is 1.5 and all components and updates, then install the new version 6.
Then check your connections tab in Limewire, quite often there are less connections available which would account for your slower d/load speeds, there are a lot of reasons for slow or slower d/loads, if you inform us, as wondering why says, of your isp, then someone who uses the same isp can comment on your problem. If it is Tiscali I can personally tell you they are blocking uploads and slowing down d/loads of all P2P users.
