Default Charter & Downloading

Ok...over the past few days I have been trying to read as many posts about Charter and downloading issues as possible. I understand that Charter limits the bandwith on P2P networks, but someone must have a resolution on how to increase my download speeds. Here is my info. Any help that can increase my download speeds is appreciated. Thanks in advance!

1. what OS version? xp
2. What firewalls you have none
3. How much ram 1GB
4. Hard Disk space available 119GB
5. Connection type: Cable (10MB)
6. Modem & router brand name & model numbers Modem: Webstar from Scientific Atlanta/Wireless Router: Linksys WRT54G v3.1
7. Where are you trying to connect from: house
8. What version,LimeWire & Java,Go to L/W's Help/About L/W, THIS show both LW & Java version. 4.12.8
9. Who is your ISP provider : Charter
10. Do this test click here: http://www3.limewire.com:6346/ should say 'Your test worked!. What happens ? test worked
11. Are you sharing the connection with other computers or p2p sharing programs? If yes, please give details of set up. NO
12. Is this a your 1st try at LW or is this a new problem with an experienced user.? just moved and only option is Charter- never had this issue before charter was involved
13. Do you see a brick wall in front of the blue world icon at the bottom of LW's interface ? no
14. Have you given full permisions for LimeWire to pass through your Firewall ? no FW
15. XP users, Please state XP firewall on or off.? off

Hi
Its just not good to run without a firewall, turn XP firewall on and alough L/W as
an exception to pass through.
Everything looks OK with your setup You could try changing port numbers in L/W
Or dump Charter in the bin n Get a real ISP
Peace.
