I found some articles that suggest Eastlink is limiting access to BitTorent protocal by limiting upload bandwidth.

The fact that you can d/load at normal speeds but only upload at 3KBs points to your isp as the source of your slow upload speed. Some would say not to look a gift horse in the mouth. You'll probably just have to be happy with that unless you can switch to another isp.

Force ip is no longer used. Try http://portforward.com/routers.htm. Set up a static ip first.
